The important idea is bigger than a single contractor. Infrastructure becomes strategically valuable when the surrounding capability stays in-country: materials, equipment, fabrication, engineering, finance, maintenance and skills.
Chimuka’s 2026 roundtable remarks make vertical integration a resilience argument. The more critical inputs a local ecosystem can supply, the less exposed delivery becomes to external bottlenecks and the more value circulates through domestic firms.
The Apex question is therefore not simply who won a project. It is what capability exists after the project is finished, which firms learned, which suppliers scaled and which systems became more durable.
