Clarity is more valuable than artificial certainty.
Apex can be ambitious, visual and opinionated without becoming careless. The product becomes more useful when it distinguishes verified public record, contextual reporting, open research questions and editorial synthesis in plain sight.
Relationships are not ownership claims
A connection in the Network, Atlas or a Dossier means the public record supports an editorial relationship worth exploring. It does not automatically mean ownership, control, sponsorship, endorsement or formal affiliation.
Separate fact from interpretation
Briefs can interpret why something matters, but the underlying event, project, institution or quote stays distinguishable from Apex analysis. The reasoning is inspectable rather than pretending interpretation is raw fact.
Pending records remain visible
An incomplete record is not a failed record. Research status means the topic is consequential enough to track but does not yet have a strong enough evidence trail for confident treatment.
TRACKING STATES
Status describes the research state, not the outcome.
Current execution or implementation signals are strong enough to justify active tracking. Active does not mean complete, successful or risk-free.
The system is approved, emerging, material or likely to change. Apex is following the next decision, milestone, financing step or evidence update.
The subject belongs in the intelligence graph, but the evidence base is still too light for stronger language.

The graph audits itself.
The integrity layer derives its checks from the same project, Brief, Builder, Institution, Atlas and source data the public product uses. It is designed to catch unresolved references and evidence gaps before presentation creates false confidence.
Every currently referenced source ID resolves through the unified registry.
Every project institution reference resolves to a first-class institution record.
Every active project currently carries at least one registered public source.
Every named project person currently maps to a Builder record.
CORRECTIONS / VERSIONING
Change the record when the evidence changes.
Apex timestamps material changes, keeps a correction note for consequential edits and updates relationships when better evidence appears. The aim is not to look infallible. It is to become progressively more accurate.
Primary sources are preferred where they answer the question directly. Strong independent reporting is used where it adds scrutiny or context. Social amplification, proximity and narrative alignment are documented, never upgraded into formal relationships without evidence.
