Digital infrastructure creates possibility, not capability by itself. The Ministry of ICT's current project portfolio includes national digital-skills work alongside data, AI and cyber initiatives, which makes the human layer visible inside the transformation agenda.
Apex can track this differently from a programme launch. Who completes the training? Which skills are practical? Where does participation come from? Do learners move into employment, enterprise or better use of public services?
The deeper thesis is that digital inclusion should be measured through capability. Devices and coverage matter, but the economic value arrives when people can use the tools productively.
