Proposed hubs around Zvishavane, Dete, Shangani and Goromonzi would each need committed traffic, handling infrastructure, reliable rolling stock and commercial agreements. That makes the story measurable rather than rhetorical.
For Apex, the useful comparison is hub by hub: mineral volume, distance to rail, capital required, road kilometres displaced, destination port and whether new traffic strengthens the economics of wider rail recapitalisation.
